You are partially correctThe first patent on a ballpoint pen was issued on 30 October, 1888, to John J Loud. But his invention had practical difficulties. Slavoljub Eduard Penkala had invented a solid-ink fountain pen in 1907, a German inventor called Baum took out a patent in 1910. You can check out the link below if you need more details.
